    Get the domain name first.
List what you want your site to do for you.

That is actually about all you need to know…

-Have a good idea about what you want to do.
-Have a future plan, in case your website gets big, or if it fails.
    -Make sure you have anti-virus/anti-hack.
-Have a plan to make money, websites can be VERY lucrative, just make a paypal account and your off.

It really depends on what you want to do.

Blogger.com will allow you to create a free Blog. You can customize the page and post to it daily. You don't need to know anything about HTML unless you want to do fancy custom stuff.

Blogger will also allow you to register for a domain name and then host the domain for you. It's pretty sweet.

If a Blog isn't what you're after, you can go to Go Daddy and have them set up your domain and hosting. They have a feature called "Web Site Tonight" that allows you to create your site using their tools without knowledge of HTML. I think you can also pay them to process credit card transactions and stuff if you're trying to sell online.

All depends on what you want from the site. If you are looking for a personal site just for publishing your stuff, then I would suggest that you go with a free site, such as one of the ones listed below.

If you are looking to learn how to build sites, you do not need an actual website for that. You can work your own machine for learning purposes. Just create the HTML, CSS, and Javascript files on your machine.

Unless you specifically how your site is going to be, I would recommend holding off on the domain name, until you feel that you want to market it more.

if you've got dreamweaver, the first step is to creat new –> web site–> choose a empty website.

the pre-first step is to know what you want the web to be, what content do you want.
then you can scketch it in photoshop or fireworks, slice the picture
