The US should have been selling seats to space tourists for awhile now to help fund the programs.
Video game devleoper Richard Garriot paid for a seat on a Russian space trip a few years ago. and paid like 32 million for it.

The space program is not being shut down. The moon program was unnecessary. As reported in the article you cited, Edwin "Buzz" Aldrin, the second man on the moon, strongly endorsed the new program, saying "the truth is, that we have already been to the Moon - some 40 years ago. A new focus is needed. The space functions that can be handled by private industry should be.

Besides, we need the cash to fund all the entitlement programs the socialist is pushing to further enslave his voter base to the democratic party. And all those thousands of folks now out of work in our space industry will do fine on unemployment. Or they can start over in Russia, since their space program will now take over.
